ICT Cabinet Secretary William Kabogo has been trending on X (formerly Twitter) since Monday—after a candid photo of him sparked a storm of memes, poking fun at his appearance and alleged unfamiliarity with ICT jargon.
The image, whose origin remains unclear, shows Kabogo seated sideways in a government office setting, dressed in a white shirt, red tie, khaki pants, safari boots, and brightly striped socks. His serious, almost puzzled expression became meme gold for netizens.
X users wasted no time creating humorous posts and memes—some mocking his fashion sense, others questioning his ICT skills. One widely shared meme targeted his understanding of DDoS (Distributed Denial-of-Service) attacks in cybersecurity.
But Kabogo took it all in stride.
Responding cheekily to one of the viral memes, he said:
“I’m enjoying it. If no one makes such, you need to be very worried.”
His humorous comeback only fueled more engagement, with some praising his thick skin and sense of humor.
Kabogo, who was appointed ICT CS in December and sworn in early January, is no stranger to attention—but this moment shows that in the age of memes, even high-ranking officials aren’t spared.
Yet if there’s anything to learn from Kabogo’s response, it’s that sometimes, a little humor goes a long way online.
