Kabogo’s Short Trousers, Long Odds: Netizens Mock ICT CS’s ‘Digital Know-How’

William Kabogo, the newly appointed Cabinet Secretary for ICT and the Digital Economy, is facing a baptism by fire—online. The 64-year-old former Kiambu Governor has become a trending topic on X (formerly Twitter), where users are questioning whether he’s the right fit for one of Kenya’s most tech-intensive ministries.

Kabogo was sworn in on January 17, 2025, replacing Margaret Nyambura, who had herself taken over from Eliud Owalo. His appointment marked the third change in less than two years—signaling instability at the helm of a ministry that should be leading Kenya into the digital future.

During his vetting in the National Assembly, Kabogo pledged to champion fair treatment of Kenyan workers in the digital space.

“If approved, I will ensure that Kenyans working in the digital economy are safeguarded from exploitation. This will be achieved through a comprehensive legislative framework,” he said.

He also defended his suitability for the role by referencing his time as Kiambu Governor.

“While I was in Kiambu, I digitised the entire revenue collection system, increasing annual revenues from $6.2 million (Ksh800 million) to $20.8 million (Ksh2.7 billion) in just 14 months. I also digitised the health system to ensure seamless treatment in our hospitals,” he added.

But despite his self-declared accomplishments, Kenyans on social media aren’t convinced. Many argue that Kabogo’s age and political background have not prepared him for a ministry that deals with AI, cybersecurity, blockchain, software development, and tech startups.

The ridicule reached a fever pitch after activist Kibet Bull posted a photo of Kabogo looking somber in a brown short trouser suit, white shirt, and red tie. The image became an instant meme template, sparking a flurry of tech-related jokes that painted the CS as digitally out-of-touch.

“Hio cache mtu anaweza withdraw?” one user joked.

“Baridi ikizidi, washa hotspot!” another added.

“Ati unasema Java gani? Naona ile ya Waiyaki Way iko sawa…”

“Hio website iko na cookies? Si uitishe chai basi…”

The online frenzy has raised serious questions about the criteria used to appoint leaders in strategic ministries. As Kenya navigates an increasingly digital economy, some are worried that political loyalty is being prioritized over technological competence.

But Kabogo, known for his bravado and comebacks, may still have the last laugh—if he manages to turn public mockery into a digital transformation story.

For now, however, the only thing trending faster than Kenyan TikTok creators is the question: Can Kabogo really reboot Kenya’s digital economy—or will he keep buffering?
