Beginning July 1, 2024, the government will phase out the National Health Insurance Fund (NHIF) and transition to the Social Health Insurance Fund (SHIF) as part of its commitment to providing Universal Health Coverage (UHC). This transition aims to ensure that all Kenyans have access to affordable healthcare services.
Under the new plan, Kenyans will contribute 2.75 percent of their monthly salaries towards the scheme, with a minimum contribution capped at Ksh.300. In comparison, under NHIF, employed Kenyans currently pay between Ksh.150 and Ksh.1,700, while the self-employed contribute Ksh.500.
To facilitate a smooth transition, President William Ruto’s cabinet announced a mass registration process commencing on June 21, 2024, across all counties. All current NHIF members will need to re-register as SHIF members.
Principal Secretary of the State Department for Medical Services, Harry Kimtai, revealed that Kenyans can register using their mobile devices. Assistance will also be available at public hospitals and through community health promoters across the counties. “Registration will be done at the comfort of your hand with either a smartphone or a normal cellular phone,” PS Kimtai said during a forum at Allens Hotel in Nandi County.
The Social Health Insurance Act, 2023, provides a sample registration form outlining the necessary requirements. The form includes five sections:
Personal Details
– Name, employment type, ID number, civil status, date of birth, and Kenya Revenue Authority (KRA) pin.
Address and Contact Details
– Physical address, personal and business contacts, county of residence, and postal address. Those residing abroad must provide their state of residence and ZIP code.
Declaration of Dependents
– Details of dependents, including name, date of birth, relationship, and preferred Primary Care Networks (PCNs). For dependents with disabilities, additional details are required.
Updating/Amendment
– This section allows for future updates, such as changes in marital status, name, or dependents.
Declaration
– A signature or right thumbmark to confirm the accuracy of the provided details.
Instructions
– Fill out the form in capital letters. Do not leave any section blank; if not applicable, write N/A.
The completed form will serve as valid proof of SHIF registration. For updates, use the appropriate section to indicate the correct data.
